Can you salvage or restore a audio cassette tape?

The tape is old and contains the voice of a deceased member of the family. It appears to be jammed and a short loop - approximately 10 inches total - is hangin out.
The tape is a Scotch Dynarang 90.
Can any of it be salvaged and put in a playable condition?
What would be the cost?

you will have to carefully open the cassette shell (hard to do without breaking it if it is a sealed one which most scotch were). get a blank (screwed shell) cassette and open it up, discard the reels and transfer scotch reelsinto the new body. be sure to put in the thin transparent liner sheets both sides of the reels to avoid jamming.
