I have a hydronic heating system with 8 panels, only one (bathroom towel rail) is not working or blocked. All other panels work. Is there a method to clear or repair it?

see if it has got air locked
find the incoming water supply to the towel rail, should be hot open the tap on this side a bit more, now test for trapped air via bleed valve,
check the other valve (outlet) is open no joy need to remove it and flush out with a hose pipe
