Elna Carina flywheel is stuck?

My Elna carina flywheel is stuck. I have pressed the button on the flywheel to release the wheel and it is still stuck. I just used the bobbin winder and it works fine.

force the balance wheel backwards the chances are there is a piece of thread stuck in the raceway
