my bath tap not working properly?

when i turn the bath tap on, it only turns a little way, and the pressure from it is slightly. How can i fix this

this covers both options turn the cold water stop tap off, turn the red lockshield tap off under the hot water tank now strip the tap down clean the threads, change tap washer reassemble and refit
