How can I get my bobbin to wind?

Crown Point model: SZA-31F. I am unable to get the bobbin winder to rotate. I cannot wind a new bobbin. HELP!!

Either there is a flat spot on the winder rubber where it has worn down one side or the winder has seized which is quite common because people forget to put a few drops of oil on it now and again
