check the pump or filter is not blocked (clean out)
check the lower pipework for blockage/obstruction(clean out.)
when you sure pump works check motor brushes are not worn down to there service limit.(replace brushes)

A MACHINE CANNOT SPIN till the EXCESS WATER has been PUMPED OUT.
