cental heating comes on then i turn on the controls for hot water?

HI,
My cental heating comes on then i turn on the hot water from the control, they are 2 control one for the heating and i for the hotwater, i dont why some saib it could be the valve or the control.

this could be your c plan set up with hot water has to be on before you get heating once hot water at given temp
than valve shut down ,if you change to y plan than you get you get heating or hot water when want
