how to fit an alternater belt?

i have a 1999 citreon berlingo and i cant get tthe alternater belt to go back on

If it has, an auto tensioner, you will need to use something to turn the tension off, usually, a spanner will fit to a square lug on the tensioner, once tension is off, belt will just slip on, You may need to try looseng the bolts on the alternator, maybe removing one, to allow alternator to swing, again reducing tension, refit bolt, put some tension back on, off you go.
