The fuse is simple to change. It is inside the 3-pin 13amp plug. On older plugs, you open the top using the screw between the pins. On newer ones, there is a little fuse-holder between the pins which you prize out with a small screwdriver. Replace the little 13Amp cylinder fuse with one you know to be working. If no joy the fault lies elsewhere.
It is worth trying another appliance in the same outlet to make sure the wall socket is ok.
