how can I fix a dimplex duoheat radiator controller?

My dimplex duoheat 400i radiator controller is not working it flashes and clicks and will not stay on any heat setting

Ive just repaired 2 heaters doing the same,it was the power enable pcb at the bottom of the front cover

It is probably the top control pcb but without knowing exactly what is happening its difficult to say its definately that one
