expect to wait a week or so depending on humidity ,then you can seal the new plaster work prior to wallpapering.you don't have to go out and buy a wallpaper sizer ,just mix up a weak solution of waterbased wallpaper paste roller onto new plaster ,if its a large area ,wait to dry ,then you are ready to hang,.happy hangings.
