how many pumps can i use on heating system?

have 17 rads 16 gets heat +hot water 1 rad in attic not getting any heat do i need a 2nd pump and where would be best place to install 2nd pump

If you have bled the radiator, you could check if your pump has adjustable output, some do, & ensure that is set to maximum.
