Did you run the machine dry of fuel when you last used it three months ago, or did you just turn it off and store it with fuel in the tank/fuel lines and carb? If the latter, then no matter how much new fuel you put in the tank, unless you clean out the old, stale fuel that is in front of it in the fuel lines and carb, then the new fuel cannot make it to the combustion chamber. The old fuel has gone stale and has such a high flash point it will not ignite- hence the non-starting. You will need to clean out the carb internally and flush through the fuel lines and then start with fresh mix fuel.
