Ford escort R reg 1.4?

I have just bought an R reg ford Escort Encore 1.4. The car is lovely but the engine colling fan kicks in very early. Within 15 minutes of driving the fan activates, at this point the temperature hasnt even got to the N of normal on the guage. What is causing this to happen? Cheers.
