homelite xl 850 repair problem?

My 1966 homelite xl 850 has a starting problem. When I pull the starter rope:
1 - it is very hard to pull?
2 - when it does fire up the starter rope jams (the release springs?) and the engine stops immediately?
Since it is a vintage product no local repair shop has an answer?
