It looks like a broken installation.
Did you ever manage to effectively start Windows? If not, there are no files to loose.
You say it's new, it should be covered by the waranty. Bring it back to where you bought it and have them fix the problem or give you a replacement.
The other option would be to whipe out the drive and reinstall Windows from scratch, or do a factory restore.
