We have a terminology problem here: You never upload new windows, you OPEN a new window or you OPEN a programm. You may upload a screen shot of a window, NOT the window.
You UPLOAD, or send, a file TO a server.
You DOWNLOAD, or get, a file FROM a server.
In a browser (Firefox, Chrome, Internet explorer, probably also in Opera), if you want to open a link in a new window, you just need to hold the SHIFT key as you click the link.
You can open a link in a new tab by holding down the CTRL key as you click a link.
