dhw hot water then luke warm back to hot repeated
every 20 seconds.
the burner on high then on low.
flow not a problem.

fan venuri blockage. some guy had similar problem on here, i read it, same thing happened to mine cleaned it out and it works great, take it out and clean it properly dont blow thro it cos it wont clear it
