dripping toilet?

My new toilet is constantly dripping into the bowl. Have changed all internals still drips. Have removed cistern and where syphon enters pan is full of water so I guess this is slowly empying and this is causing drip. How can I fix this problem?

Thanks but toilet drips even when cistern isn't attatched.
When you look in the hole that connects the cistern to the pan it is full of water. This then slowly drains away. Should it be empty?

It's probably the overflow which are now internal in the cistern adjust level of water to below central syphon sectio should be screw on end of valve arm or shaft that turns up/down on side of syphone unit. somewhere there will be float level adjustment can't say exact as they differ.
