how can i fix my tumble dryer hoover tv630?

my tumble dryer hoover tv630 isnt heating up when switched on ,the filter care light is on constanly even though ive cleaned the filter with a vacuum

Remove Silver backing from back.
Replace the Small black thermal fuse @ back.
