It will not spin until all the water is drained out. Try it with an empty bowl on the last spin and see if the machine will spin. If it does then concentrate on why it is not draining. First check the panel switch for drip dry & normal. It has to be set on normal for drain pump to work. Assuming you put in a new pump, make sure the wires are connected tightly to pump. Apart from that you will need a multimeter to test that power is being supplied to the pump on drain position.
