Hotpoint BF168 Dishwasher not drying?

I suspected this would be the heater tube element but on testing its resistance I'm getting 26 ohms which seems about right for a 2040w 230v element.
The washer seems to run the programs ok but no sign of any heat getting to the water or drying. Is there anything else such as a fuse or thermostat I can test that could stop the heater working?

if you test heater ok it can only be thermostat,normally very close to heater and part of the heater tube,that is the shroud around the water line going from spray pump to machine.if you got bad luck on your side then suspect the pcb
