How can I fix my Kenmore Ultra Fabric Care II washer - water runs over?

When you fstart up the washer the water doesn't turn off and runs over the top of the tub. If I turn it off and move the switch forward it will wash a short will and then continue through the cycle. When it refills for the rinse cycle it runs over again.
