Why are the downstairs radiators cold when my heating is on?

I have just moved into a three storey house with a Vaillant boiler and a Telford Tornado water tank. When I have the heating on, the radiators in the top two floors are nice and warm, but the ones on the ground floor remain totally cold - including the delivery pipes; there is simply no heating coming downstairs. I have hot water throughout the house, however. Someone said I probably have a zoned heating system. How do I track down the zone controller, if this is the case, or does anyone have any other bright ideas?

Thanks. Unfortunately, though, that's not it - the tank and the whole system, in fact, are on the top floor, so gravity is on my side. As I said, we have heat on the 1st and 2nd floors; only not on the ground floor, which is why I suspect there is a separate zone or something, and a button to press somewhere.

what floor is the boiler on? is it on the downstairs floor,, check the pump to see if its working, because hot water rises and needs to be pumped back to the lower rads, , so make sure the pump is working, and turned on, you should hear it comming on, when you flick the switch.
