Drain pump running all the time is not always the anti flood mode. It can also be caused by a damaged control board supplying power to the drain pump when it shouldn't be.

you have a leak or a blockage within the dishwasher. The drain pump running all the time is the anti flood mode. This can be triggered by a leak or a pressure device (back pressure as it tries to fill because of a blockage of crud/dirt) in the filling matrix.
