Assuming this an old rewireable fuse in a fusebox, note the colour of the dots on the front, white is 5 Amp, yellow is 10 Amp, Blue is 15 Amp, and 30A is red, NEVER REPLACE WITH A HIGHER RATING NEVER EVER. looking at the underside, top and bottom have 2 screws undo these 2 or 3 turns, remove all old wire, feed the wire thru the small hole that runs from top to bottom then wind 2 turns of the wire around the bottom screw then tighten it. with the wire now straight wind it round the top screw twice, then tighten up, when replacing fuses I suggest as you are inexperienced switch off the main switch, because if the fault is still present then it may go bang when replacing it. If in doubt consult a qualified electrician Like Myself.
