my GE washer appears to be unbalanced, can I fix this?

My GE washer, while in the spin cycle, appears to not be balanced. I have re leveled it, however it still dances all over the place. What are the most likely causes of this problem, and can I repair them??

The suspension appears to be ok, while it runs basicly ok empty, add a little weight and away it goes. Can the suspension be adjusted??
