the rule of thumb for base carb settings were to wind both screws in until they stop, then come out 2 1/4 turns.
then when running, adlust the tick over screw till happy.
the last adjustment is the air bypass/fuel mix(depending on carb type)
get engine hot, turn 1 way untill it splutters, turn the other way until it splutters. count the turns and half them.
this is a get going method, it is a specialist job using measuring equipment.
