Not the heads that you need to clean, the rubber roller, and the post it sits against, Plus any other drive components, that you can get to. The wheels that go into the tape, when inserted, can be removed, but you need a small screwdriver or similar. different makes are different. Or underneath the deck, rubber drive belts etc, clean them. IT is lack of drive that screws up tapes. usually on the take up side.
