You don't normaly reinstall internet explorer. As Microsoft worked realy TO hard to make it part of the OS, if it fails, then, other functionalities of Windows WILL also fail, like the impossibility of opening Windows' help... Also, what you describe is usualy a question of configuration, internet connection or a web site that is down for whatever reason.
Maybe it's set to start with an empty page instead of your usual start page. This will result in something similar to your blank white screen.
Another possibility is that that page is actualy all flash, and flash is blocked or disabled.
Check your internet configuration. Make sure that all settings are correct.
Make sure that the modem and possibly the router are all correctly connected and configured.
Try navigating to another web site.
My prefered option is to get and install any other browser, like Chrome, Firefox or Opera (alphabetical order, NOT by preference). If you search, you can find some other, but rather obscure, ones.
