Hi I service these machines for a living in the pittsburgh area. The 4250 is older but a excellent unit....
most but not all units depending on production date have a interlock switch at 2 locations. one on the plastic cover, and one on the feed tray. the feed tray pin is the likely issue. the switches bend, but most often the pin assembly breaks. turn the feed tray over to see it better.
confirm the top cover is closed, and with the feed tray removed try using a pen or other small thing like a small screwdriver to push in the switch arm.
of course I assume you checked the outlet to make certain its live? Amazing how many calls I have had over the years for tripped breakers, espically those on power strips....
theres also a glass 1 amp fuse in the right side of the machine but it rarely blows.
theres also a thermal fuse under the red rubber lower roller. it detects a over heated machine. if it opens you need not only a thermal fuse but replace the transistor on the temperature sensor board $12 or a new board GBC charges near 200 bucks for that board. if you happen to be around pittsburgh pa I offer FREE on site no cost no obligation estimates.....
