Purchased a second hand Siemens washing machine, front load , about two years ago. Recently had a hanger rip the drum to door seal. Water everywhere. After replacing seal, washer ran up to the spin cycle, but stopped. Displayed code E:03. Would not drain water.
Cleaned out drain
Inspected and cleaned out every hose, including ball check.
Replaced drain pump assembly.
Checked door latch switch.
....all of this each time resulted in no drain and same code.

Have known this before and on that occasion water had landed on the drain pump cable connection plug and created a dead short and caused the pump switching triac (solid state switch) on the control board pcb to blow, new pcb was required. Possibly the fault you have. I would check if the supply voltage is on the pump plug at the appropriate time but YOU would need electrical knowledge to safely carry out this test.
