GBC 4250 Laminator won't heat?

The power is good. The lid cutoff switch works. The Thermal cutoff is on (not cutoff). The heat sensor reads 40 H ohms. The motor runs (forward and reverse). I jumpered the heat sensor. Still the heater will not come on. I have 120V on both sides of the heaters. The heaters, in series, read 9 ohms.
I saw an entry about a transistor. Which chip on the PCB would cause the heater to not come on?
