Garden strummer won't turn?

My garden slimmer's motor sounds like it is working but the actual rotary thing on the end won't turn. Is it broken as it is not mine

With the strimmer turned off, check that you can turn the strimmer head by hand. It may be jammed up with stuff that's wound round the head.If the head is free, there must be a fault in the drive.
