Why won't my dishwasher won't heat up?

My Bosch Classixx dishwasher fills up and the main motor runs but the water doesn't heat up. What appears to be the element connections show an ohms reading and, for a short time, 240 volts is present at the element connections. Have you any suggestions?

Probably low water level due to a blockage in the clear hose that runs from the pressure chamber( on left side of machine) to the sump( centre of machine) also pressure chamber could be blocked as well. Low water level prevents the element being switched on. Cheers.
