how can I remove baseboard cover?

My baseboard heater cover for forced hot water is rusted in bathroom near toilet. I bought a new cover but cannot get the old one off. I'm afraid I will damage the pipe and fins. I pulled the top nails holding it on but two nails on bottom are too close to the fins to get my hammer in there. What can I do? If I remove the nails does it slide off?
