how to get water at a higher temperature?

My boiler is: Potterton performa 30 HE, My hot water is not very hot at all, i have tried to turn up the temperature control, but when i do this it then goes off and runs cold water,

any ideas??

Hot water heat exchanger is blocked ,need clean up ,or try change hot water sensor if that works but more likely it's heat exchanger not DIY job
