How can I repair a halogen lamp? (Problem is not the bulb.)?

I have a combination halogen uplighting and regular bulb floor lamp. Neither light is working, although power is going to the light switch.

I've tried replacing both bulbs. There is a small glass fuse, which I believe may be a 1.5 amp fuse. Could this be the problem, and if so, must I replace with a 1.5 amp vs. a 1 or 2 amp fuse?

if it is a fuse, and is glass, remove it and look through the glass casing for a small strip of wire that should be attached from one end to the other. this wire is very tiny and is designed to heat up and melt when the unit tries to use more than the 1.5 amps it is designed for. if you dont see the wire, take it to any hardware store and they will check it for you.
good rule to live bye if the guy who designed it put a 1.5 amp fuse in it, it was for a very good reason, until you know what that reason was, replace it with the same.
