I have a second hand hotpoint 5510 dehumidifier

It switches on, and makes a sound which I can only describe as a noise similar to that a fridge makes but no water is collecting

I did expect a fan would draw in the air to get the moisture out, do I have a problem with the fan?

I need some help and not sure where to start
