How do we reduce the pressure on the boiler it should read 1-1.5 but it reads 3 abit worried about it blowing up!!!

Donna im a gas engineer,it won't blow up,it goes out side after 3.5-4 bar of pressure.uts either over pressurising or the vessel has gone or the filling loop is open,meaning someone has topped the system up with water and left the valve open,but with that boiler,you'll find its the vessal
