How? By finding a furniture repair business near to where you live and making an inquiry. Do you have Yellow pages? No matter - you can search on line.
When you find someone you can ask about the probable cost - they will not be able to answer until they see the chair. You can also discover if they collect or not.
Judging from pictures of these elegant chairs I would guess that a repair might cost more than a replacement.
