my protherm 40-50ci boiler blows fuse?

my boiler fan runs and gives a constant clicking noise but fails to ignite then blows the 3 amp fuse on the fuse spur protecting the programmer/clock, i have changed the 3 port valve and programmer but it has made no difference, can any help me before i pull all my hair out?

very few things blow fuses on central heating systems,the favourite being the pump,the resistance should be about 250 ohms to 350 ohms on the full speed setting, also the resistance to earth needs to be 1.5 megohms or more

Thanks A1, im not sure how to carry out these tests myself, can you go into more detail of how to perform the tests or do you have an idea of the cost of getting someone to do it and repair a worst case as I am toying with the idea of just getting a new boiler if repairs are too expensive

gas valve issue,pcb issue.pump issue??.need to be good with a multimeter or isolate each component from the pcb and test
