Can I fix the toilet without removing the cistern?

The previous owners used mastic to stick the toilet cistern to the wall (close-coupled) so no plumber will touch it to replace the internal workings. It keeps filling up to the point of overflow. Anything I can do?

Normally to replace the water inlet washer or valve you do not need to remove the cistern, my guess is its a job too small. Inlet valves are relatively easy to replace a washer or replace. Trouble is what type? what you could do is enter in your search engine box ' how to replace a cistern water inlet valve/washer see what comes up even video's.
