Faulty electrics?

I live in a new build flat (about 5 years old) and have problems with the electrics. Two lights just don't work - one in the kitchen and one in the dining area, (they are right next to each other), and the storage heater wall switch right next to them is stuck in the on position. Do you think this is all related and if so, is it a job for an electrician and does it sound bad/expensive? I have no DIY skills in this area...!

I don't think they are related the wall switch for the heater will require replacing,as for the lights it could be something simple like a loose connection, an electrician should find it fairly quickly
