Normally the belts are elastic, put the belt on the motor pulley then wind it on to the large pulley when it gets tight about half way on hold the belt from slipping off sideways and rotate the large pulley to stretch the belt and go on . Be careful you don't trap your fingers in the spokes rotating the pulley you could break a finger. Also unplug machine before doing any work. The other thing is why has the belt come off? It could be the drum bearings have gone causing the pulley to wobble and throw the belt off.
