Do you mean that, when you type something, it takes some time for the typed characters to show?
Does the mouse also show some lag?

If that's the case, it mean that you very probably have to much stuff running in the background.

Close any application that you don't realy need. Close any document that you don't need to ferquently access.
Terminate tasks that appear in the notification area that are not of immediate use. DON'T stop your anti-virus. Start with any pre-loaders and "accelerators". They are never needed and the option to start with Windows must be disabled. In fact, they just make your computer start slower.
Do a complete virus scan. Repair any infection and immediately restart the system if asked.
Use spybot to scan for other, non-viral, nasties. Repair any infection.

In the application that you use and the typing is to slow: REMOVE any tool bar that you don't realy need. Remove any toolbar that may be redundent with another.
Some times, you can create your own toolbar. Make your own(s) containing the options that you use the most from several other toolbars. Close the original toolbars.

Some times, one instance of svchost.exe can get bogged down and cause all over unresponsiveness of your computer.
Press Ctrl+Alt+Esc to summon the task manager.
Switch to the Processes tab.
Click the button to show processes from all users. Enter the administrator password if asked.
Find the instance of svchost.exe that use the most memory, usualy more than 150 000 K OR use more than 10% of the CPU time. In some cases, it may use half, or more, of your total memory and 80% of the CPU time... TERMINATE it. It will automaticaly restart within seconds and you may continue normaly after that.

Lastly, you may find it usefull to increase the size of the page file, or virtual memory. You should set the MINIMAL size to at least TWICE the installed physical memory. Typicaly, it should be set around 2.5x to 3x the installed RAM. To set it:
From the Controll pannel, open the System applet.
Sellect "Advanced system parameters"
In the "Advanced system parameters" tab, click the "Parameters" button in the Performance section.
Sellect the Advanced tab.
In the Virtual mamory section, click the Modify button.
A new window show up.
Uncheck the top box.
Sellect on of the available drives if more than one is offered.
If you have several drives, the one containing the OS must NOT have any page file.
For the other drives, set them with a minimum page file size at 2x to 2.5x yout RAM, and a maximum that is about 50% larger.
If the page file is distributed, have the sum from each drives add up to double to trice the RAM amount.
Distributing the page file across multiple physical drives will improve performances as they will act like a special case of raid array.
