97db stands for noise in decibels.
When you first connect it up to water and electricity does it charge the pressure vessel - do you hear the motor run and then stop?
What happens if you connect up without the lance connected?
If you think the electricity is not getting through then cut off the plug and 6" of cable and throw it away and fit a new plug. A wire inside the cable might be broken from tugging.
If the problem is down to the lance you can get a new one from Amazon.
