Manufacturers - Vendors and Health & Safety people would tell you to keep well away from the bulb and only let a trained service person mess with it.
Yes it does mean unscrewing the covers - a person may need security (Torx) drivers or similar to get access.
I can not imagine any law preventing a person from dismantling their own appliance - although for public safety reasons there are regulations about gas appliances and new electrical installations. Take care... and remember Lord Finchley...

Does that mean the outside covers? As in unscrewing them? Does it mean that the bulb cannot be changed by anyone other than an electrician?

You have to take the covers off to replace the bulb - because of the inherent dangers of very high voltages and radiation users are actively discouraged from tinkering around inside.
