Toilet reflushing after flush?

Hi, trying to find out which part needs renewing. After flushing there is a stream of water running down the back of the bowl, which causes the toilet to reflush - is this a leaky seal or the start of something more major?

thanks for you help, I held the ballcock up and worked the handle. Third flush it felt different and it seems to work now

Its a plastic cistern with a metal lever (twist to flush)

As I said, the water level never reaches the ball cock so the water continually runs. If I manually lift the ball cock the water stops.

It has an overflow pipe but the water level never reaches it as it automatically reflushes. If I hold the ball cock up (which stops the water refilling) the cistern makes a loud glug, glug noise, then I can release the ball cock and it fill correctly with no auto reflush
