How can I fix my baxi 105 he boiler?

My boiler has low pressure but I can't turn the black tap which is connected to a silver flexi hose , the one on the right turn but the other ones dosen't what can I do ?

Remove black handle undo small screw which hold it ,spray WD40 on it and turn it with plier ,make sure both are in close position after fill
